Abstract

The digitalization of health services has encouraged the use of Electronic Medical Records (EMR) in various healthcare facilities, including General Hospital X. However, EMR implementation presents challenges related to patient data security, requiring an evaluation of its compliance with Ministry of Health Regulation (PMK) No. 24 of 2022. This study aims to analyze the level of implementation of information security, principles, Confidentiality, Integrity, and Availability and to identify obstacles and opportunities for improvement in EMR management at General Hospital X.

The study uses a descriptive qualitative method with a case study approach. Data were collected through semi-structured interviews with medical record officers, the IT team, and hospital management, as well as observations of the EMR system and a review of policy documents related to information security. The analysis was conducted thematically to describe the actual implementation conditions.

The results show that the hospital's compliance level with PMK No. 24 of 2022 reached approximately 70%. In terms of confidentiality, the hospital has implemented Role-Based Access Control, although information security training has not been conducted regularly. The integrity principle is maintained through audit trails and data correction procedures, although activity log monitoring is still reactive. Data availability is supported by routine backups and a disaster recovery plan, but server infrastructure still requires improvement. The main challenges include limited staff training, inadequate infrastructure, and the absence of a dedicated information security team.

This study produced an analysis report, policy recommendations, scientific publications, and dissemination activities. The findings are expected to serve as a foundation for strengthening EMR security governance at General Hospital X and as a reference for other healthcare facilities in enhancing patient information security.
